			<content:encoded><![CDATA[<p><span style="font-family: Arial, sans-serif; font-size: x-small;"><em>For a large part of this  program the Program Management has been poorly done by people who have  had little or no experience in Program Management.  The results of this  have been a concentrated focus on little else than schedule management  and even that has been fraught with error. This program, would have been  assisted by a high quality program manager to enable the Program  Directors to get into the strategic and political management instead of  being bogged down in project detail and issues.  A Program Manager would  have been able to understand the dependancies and hold project managers  more accountable, realise and anticapte risks and issues thus putting  into place planned mitigations and essentially allowed the Directors the head space to get their jobs done.  The result has been a lot  of decisions being made on the fly without full understanding of flow  on impact, project managers with no consequences for non delivery and a  general floundering and panic around release dates as no one has a clear  picture of what has to happen when.  This has improved since QVC consultants, David and  Scott, have joined the Program.  They have added a great deal of value to  the pointy end of the Program.  Julie Hawke, Clarity General Manager</em></span></p>
